I hold Vista on my latop. When i start it, a pop up comes up and says Windows Explorer have stopped working. Then it goes away for a sec later another says Windows Explorer is restarting. Then the blind goes blank and the cycle starts over. And i can't do anything while the pop up is up.

try to boot within safe mode usually f8 during startup hold that knob and boot into safe mode next run your anti virus to see if its that or put in your cd and do a rescue .
You're not the only one. Vista sucks, and this is freshly one of the many, tons reasons...

You probably have compatiblity issues near a program. go to the Windows Registry and find which programs are not compatible beside Vista. Chances are, it involves the internet in some path. If your luck maybe you freshly need to upgrade to Windows Explorer 7.0
lol Windows Vista does hold alot of compability issues.
I actually give in to Microsfoft and downloaded it to my HP laptop
I get lucky because it said 1 program was not compatible, and I hold to upgrade to a Virus protection that supported Vista not XP
make sure your automatic updates are turned on and that you are in truth getting the updates applied....START, ALL PROGRAMS, WINDOWS UPDATE.
ALso in the control panel is pPROBLEM REPORTS AND SOLUTIONS.report adjectives the issues to see if there are fixes....this also informs MS of potential issues and they MAY create a fix if it is wide open spread.
