Unfortunately you don't enunciate what is wrong. The best thing you can do is modify your interrogate to include more information about the problem and any error messages you are getting.
When a hardware device does not work it is usually related to installation issues (hardware or software), driver issues and device conflicts.
Since this is a modern laptop it most likely come with Windows Vista and so the problem could be related to permissions.
Make sure you enjoy rights to add the webcam and install the software (if you don't you will bring an error message).
I know it isn't any fun to sit on the phone but Toshiba support will most likely sustain resolve the problem. You can also try this link to Toshiba's online support.
